About the Position: Incumbent will provide expert advise as a Procurement Technician, an advisor, planner and coordinator in carrying out procurement requirements of the A-E Unit, as a Specifications, Design Analysis and Programming Document Technician. Assembling electronic design submittal and advertisement solicitation packages, and as a Computer Aided Drafting and Design (CADD) Technician assisting Architects and Engineers.
Duties
Serves as the District Point of Contact for all Contractor Request for Information (RFI) during the advertising period for assigned projects.
Clarifies and prepares documentation on various contract actions
Serves as a liaison between Contract Specialists, Project Managers, Negotiators, Supervisors, Contracting Division, and the Architect Engineering Firms to obtain information.
Coordinates and provides assistance for AE Selection Boards for new AE Contracts.
Manages contract files and ensures sufficient funding amounts are obligated for the award of contracts.
Provides assistance to Project Managers and Negotiators in regard to current status of all ongoing contract actions.
Serves as the District Point of Contact for all Contractor Request For Information (RFI) during the advertising period for assigned projects.
Coordinates the work of other organizational segments in assembling technical specifications.
Requests data for contractor inspection, contractor site investigations, and coordinates the provisions of Davis-Bacon labor rates.
Assists negotiators in analyzing A-E Fee Proposals and Government estimate.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require TDY 25% of the time.
- The Duty Location of this position is Mobile, AL. Teleworking or Remote Work may be required temporarily due to construction of a new worksite.

Specialized Experience: One year of specialized experience which includes 1.)Contracting and/or Procurement management involving, contract acquisition and monitoring, funding, specifications, and awarding; and 2.) Providing technical advice and support to customers and other offices between Contract Specialists, Project Managers, Negotiators, Supervisors, Contracting Division, and the Architect Engineering Firms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
