Duties
The GS-11 Land Law Examiner serves as the state’s authority and technical expert for oil and gas leasing, adjudication functions, policy, and law.
Adjudicates the most difficult, unusual, complex, controversial, unprecedented cases that are received or referred for final examining and decision.
Manages the processing of bankruptcy cases by coordinating with Headquarters and Solicitors to secure and safeguard identification of liabilities while adhering to court mandates and decisions.
Executes the processing of bond demand requests to meticulously verify compliance with policy and regulations and to effectively communicate to ensure accurate and timely responses.
Facilitates the determination and processing of compensatory royalty agreements by engaging with relevant parties to negotiate terms that adhere to legal mandates.
Issues leases involving Railroad Right of Ways (ROW) and other Special Authority ROW Acts, ensuring all documentation and processes are within the legal parameters and policy requirements.
Performs lease amendments affected by complex resurveys to ensure all changes are thoroughly examined and compliant with rules and regulations.
Provides advice and guidance to other examiners, management and/or Solicitors on general legal principles, proper adjudicative instruments, precedent decisions, and varied, different and infrequently used public land laws.

Qualifications

For GS-11: One year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience in or directly related to adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use, and resolving conflicts arising from use; general practice of law that included substantial involvement in examinations of titles or other legal transactions involving acquisition, lease, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated as understanding of the laws, regulations, and policies associated with land management programs. -OR- Ph.D. or equivalent degree or 3 full years of progressively higher level, graduate education leading to such a degree or LL.M., in course work related to the administration of land laws. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first 2 years may be combined with experience.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
