DCSA's Human Capital Management Office seeks a Supervisory HR Specialist to lead the Leader Development Branch. Responsibilities include managing leader development programs, onboarding, training, coaching, and mentoring initiatives. The role oversees procurement, provides expert training advice, and develops strategic plans for professional growth. The candidate will lead decision-making processes, including governance and selection boards, aligning initiatives with agency goals.

Duties

As a SUPERVISORY HUMAN RESOURCES SPECIALIST you will be responsible for the following duties: -Serves as a technical specialist related to training, education, and professional development initiatives and programs who provides technical advice and assistance to management officials, supervisors, human resources specialists, and other DCSA civilian employees. -Administers long-range strategic and operational plans and projects to satisfy specific training requirements and/or accommodate multiple organizational needs while adjusting workload and resources to meet program demands. -Develop and manage DCSA leader development programs with concentration on the leader development cohort program and the team engagement program, courses, and associated activities. -Develop and manage an agency wide coaching program that includes links to the team engagement program activities. Responsible for the identification, recruitment and coordination of training of certified coaches. -Lead and supervise a HCMO sponsored mentoring program focused on supervisor and manager development. Responsible for the identification, recruitment and training of mentors. As capable, deliver individual and team mentoring that supports initiatives. -Actively participate with OUSD (I) and other government agencies on workforce development initiatives that relate to leadership development. -Performs duties as a Contracting Officers Representative as required.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Developing and managing leader development programs, including leader development cohort based, onboarding, customized professional skills, coaching, and mentoring programs; Planning, organizing, and evaluating initiatives to support training, education, and professional development programs, utilizing data-driven methodologies such as the ADDIE process to ensure continuous improvement and alignment with organizational priorities; Overseeing the administration procurements and contracts for training, education, and professional development programs; Leading, managing and facilitating decision-making processes, which will include oversight of programs, governance bodies, working-groups, or competitive selection boards pertinent to the development of employee and leadership programs, policies, and initiatives; Collaborating with a diverse range of stakeholders, including management officials, supervisors, employees, and external partners, while professionalism, tact, and empathy, contributing to workforce development initiatives with a commitment to quality service and continuous improvement in training effectiveness. Specifically you will be evaluated on the following competencies: 1. Workforce Development: Applies training and development concepts, principles, and practices related to planning, evaluating, and administering organizational and career development initiatives. 2. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 3. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 4. Decision Making: Makes sound, well informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. 5. Interpersonal Skills: Develops and maintains effective working relationships, especially in difficult situations. Engages and inspires others. Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different audiences/ situations/cultures. Actively solicits feedback. Exemplifies professionalism, tact and empathy.
