This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Workplace Equality Compliance Office (WECO) Reasonable Accommodation Resource Center (RARC). RARC provides guidance and information about, and facilitates the provision of, reasonable accommodations for DOL employees and applicants for DOL employment who have disabilities.
This position is inside the bargaining unit.
Duties
Major duties for this position include, but are not limited to:
Interpret/translate using either a manual code for English or American Sign Language utilizing the communication mode of the deaf/hard of hearing individual.
Interpret American Sign Language, manually coded English or Pidgin English into spoken English for hearing employees who are not acquainted with manual methods of communication.
Interpret, with equal facility in both languages, from spoken English to American Sign Language, and vice versa.
Interpret for deaf/hard of hearing employees engaged in performance evaluation discussions, staff meetings, and other discussions with supervisors or staff members.
Assist in developing and implementing strategic plans in support of achieving deaf and hard of hearing program objectives.
Analyze and evaluate the impact of management and administrative practices on business operations, processes, and work products related to offering of ASL interpreter services.
Establish threshold values for each measure and develop a methodology for capturing data and information for baseline processes.
Prepare reports based on findings, develop new and revised business processes, and ensure the implementation of actions or changes.
Establish metrics for measuring the effectiveness of specific organizational tasks and responsibilities which include measures of performance, measures of success, and measures of effectiveness.
Perform analytical and evaluative work concerning the planning, development, and execution of the interpreter/transliterator program.
Identify existing barriers that prevent the deaf/hard of hearing community and other disabled persons from being provided effective reasonable accommodations.
Assist in developing and implementing policies and procedures for securing interpreter services throughout DOL.
Perform all steps associated with processing and disposition of reasonable accommodation requests related to ASL interpreter services.
Work with key stakeholders to identify /improve current reasonable accommodation programs/program compliance.
Analyze performance measures, identify trends in performance statistics, and request explanations from other organizational sectors.
Perform other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements and the Specialized Experience to qualify for Interpreter/Translator, as described below.
Education: Undergraduate and Graduate Education: Major study - the appropriate foreign language from an English-speaking college or university, English from a college or university in the other country or translating or interpreting where English and the foreign language were prerequisites.
OR
Experience:Experience in translating, interpreting, or other work requiring the use of English and the other language; or a combination of work (that required English and the other language) and training at the Defense Language Institute, Foreign Service Institute, or comparable training. The following are examples of work in the required language that may have provided the required abilities: translator; interpreter; librarian or information specialist required to make abstracts, screen, index, and scan material; intelligence; writer or editor; international organizational work, such as the Peace Corps, World Bank, United Nations, business, or other organizations; or professor, teacher, or instructor work at the high school or college level that required use of the foreign language.
Testing Provision: You may be tested for Spanish and English language fluency through a translation/simultaneous interpretation test. If you are unable to demonstrate your proficiency in Spanish and English fluency, you will not be qualified for this position.
In addition to the above experience, applicants must meet the specialized experience. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11, in the Federal Service.
Qualifying examples of specialized experience includes:
Experience with English, American Sign Language (ASL) to perform Sign-to-English and English-to-Sign interpretation.
Experience interpreting processes to determine the most effective means of communication for Deaf/Deafblind/hard of hearing employee.
Experience assisting in the development of training curriculum.
Experience using telecommunication devices, assistive listening devices and other related technology for Deaf/Deaf-blind/hard of hearing employees.
Experience contracting sign language interpreter services.
Education
