Duties
Serves as senior budget advisor to the Director for Budget on all issues pertaining to resources management during the Planning, Programming, Budgeting and Execution (PPBE) process and internal controls
Analyzes, monitors, and coordinates funding requests for the acquisition and sustainment, contract administration; logistics and material readiness; installations and environment; operational energy; chemical biological and nuclear weapons;...
.. the acquisition workforce; and the defense industrial base.
Provides financial analysis to include budget execution reviews at the appropriate times in the PPBE cycle and distributes O and M funding.
Provides oversight and management of the financial programs and advises leadership on potential courses of action.
Conducts research, analyzes data, develops findings and recommendations, and implements financial, budgetary, and program management solutions.

Qualifications
To qualify for a Budget Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14/NH-IV level, applicants must possess one year of specialized experience equivalent to the GS-13/NH-III level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Serving as a primary expert budget facilitator ensuring the budget meets the requirements of their organization or functional area.
Analyzing, consolidating, and communicating financial performance results and financial recommendations to management.
Analyzes and evaluates financial program-budgetary relationships; adjusting programs; and effecting reprogramming actions.
Preparing monthly budget reports, maintaining program information using budget tracking tools, and monitoring reports and identifying reporting issues and inconsistencies.
Assists in the execution of financial management of the DoD S&T programs and efforts; management and defense of the OSD level Planning, Programming, Budgeting and Execution (PPBE) process

Substitution of education may not be used in lieu of specialized experience for this grade level.
