Duties

This position is located at the Edward Hines Jr. VA Hospital, Hines, IL (578) - a Level la Complexity VHA Facility, and is organizationally aligned to the Environmental Management Service - Motor Pool/Grounds Section. The position functions and duties also include facility grounds maintenance. The work includes the operation of gasoline, diesel, or electronic powered wheeled vehicles to haul cargo and fuel, transport passengers, or to tow or recover equipment. The vehicles are driven in restricted traffic environments on Government installations, over public roads and highways, or under cross-country conditions. Major Duties Performing operator maintenance. Operating wheeled vehicles, wheel-mounted tractors; or engineering and construction equipment with wheeled or crawler-type traction. Operating vehicles with a gross vehicle weight of more than 32,000 pounds. Vehicles are operated over uneven terrain, over improved/unimproved roads and through congested areas on both short and long hauls. Driving vehicles in restricted traffic environments on government installations, over public roads and highways, or under cross-country conditions. Performing other related duties. Operating truck tractors with semi-trailers or full trailers and motor coaches. Hauling cargo and fuel, transporting passengers, or tows/recovers equipment. Work Schedule: Schedule to be determined based on needs of Service. Will be discussed during interview. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/11/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. You MUST have a valid Commercial Driver's License (CDL-Class A) with passenger endorsement is required for the position, permitting operation of vehicles with Gross Vehicle Weight Ratings (GVWR) more than 32,000 pounds. Your resume must demonstrate knowledge and experience in the normal and emergency operation of the wheel chair lift to be able to safely load and unload patients and disabled visitors or equipment. Driving, starting, stopping, backing and parking very large vehicles with heavy loads in all types of traffic and road conditions and weather conditions. Knowledge of the height, width, length, and weight of the vehicles in order to judge overhead and side clearances, the turning radius, braking distance, and the safest distance to be maintained from other vehicles. Knowledge of Federal, State and local safety rules and regulations for operating vehicles. Skill in defensive driving techniques. Recognizing developing hazardous road and traffic conditions, and the judgment to adjust driving methods to the practices of surrounding traffic, and to select alternate routes to avoid potential problems. Reading and understanding road maps and other locator documents. Knowledge to recognize developing maintenance problems and performing minor preventive maintenance when conducting operator inspections and reporting any problems. Knowledge of safe braking distances for motor coaches, considering the weight and size of the bus and the added weight of the passengers. Ability to deal with difficult patients, visitors and employees. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work requires moderate physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls, to couple and uncouple trailers from tractor and especially when backing vehicles or performing labor duties. Motor coach, bus driving and tractor trailer operation requires moderate to heavy physical effort in the frequent handling of heavier objects such as while securing patients with wheel chairs or motorized scooters and laundry carts full of laundry. Incumbent will typically be subject to minor injuries such as cuts, scraps and bruises. When required, the incumbent carries patients on litters and assists them from the vehicle to their scheduled destination. Working Conditions: Drivers work mostly outside and operate vehicles and Grounds equipment in all kinds of traffic and weather, which may be hot, cold, snow or rain on public roads and station grounds. They are exposed to the danger of serious accidents when driving or operating Grounds equipment. Drivers are exposed to dirt and fumes. They drive in heavy traffic and highway speeds over complicated roads and interchange systems
