This position falls under Diagnostic Imaging Service and is full-time at 40 hours per week. Most shifts are Monday-Friday 8:00 a.m. - 4:30 p.m. Medical Support Assistants may work tours other than their regular scheduled tour, including working evenings, nights, weekends/holidays to cover shortages or high patient volume. Shift changes will be considered based on patient and facility needs.
Duties
General Description of Assigned Duties:
This is an entry level MSA position. It is expected that MSAs at this level receive guidance from
more experienced staff members and require frequent and direct supervision. At this level, MSAs
apply general rules and policies relating to clinic functions, staff, and automated data processing
methods in support of treatment to patients. They utilize a variety of patient data systems in
scheduling patients for treatment and annotates patient records. They perform front desk duties,
receives telephone call, and visitors to the MSA unit. They make and cancel appointments, review
patient records for necessary information, and review patient demographics and insurance
verification. They consult with clinic staff when processing physician scheduling and
administrative orders. As a front-line contact with patients and staff, the incumbent sets the tone
for perception concerning quality of healthcare services at the VA. A high degree of tact and
diplomacy is required when dealing with Veterans who have multiple health problems and who may be
frustrated with the administrative process associated with diagnosis and treatment.
In the scheduling role, the incumbent supports patient safety standards using the correct Veterans
Affairs identification of all patients using two forms of identification, name and full Social
Security Number. The patient may also present the Veterans Identification Card (VIC) for
identification. He/she must use each interaction with the patient to validate and update patient
demographic information during check-in or over the phone to decrease the incidence of returned
mail due to incorrect addresses and inability to contact patient by phone due to incorrect number.
Explains the VA's mandate to collect insurance information from Veterans, their families, and other
eligible patients. He/she collects, scans, and updates health insurance information serving a major
role in the revenue process. This incumbent contributes to the revenue collection process by
identifying patients with third party insurance.
During the development process, the supervisor will provide detailed instruction and/or training in
the performance of non- routine assignments. Work will be evaluated by the supervisor/lead,
especially on non-routine assignments by spot check and upon completion. Works independently in
routine duties of the position in day-to-day operations. Must be flexible and able to accomplish
other duties as assigned by the supervisor/lead. Employee keeps supervisor informed when workload
may exceed number of hours available to the employee.
Routinely communicates with physicians, case managers, and other allied health professional staff
on complex cases using sound interpersonal skills and is constantly aware of the sensitive
information. Otherwise, works independently making decisions based on guidelines, precedents and
regulations and performs duties in such a manner that only minimal supervision is required. Must be
able to use a great deal of independent judgment or interpretation in making decisions. Referrals
and questions to the supervisor are infrequent and only for high technical problems or
clarification of policies and situations which do not have clear precedents, or which require
extensive analysis and evaluation.
Completed assignments are evaluated for technical soundness, usefulness, and conformance with VA
requirements. Supervision is generally limited to review of overall results on daily scheduling
reports, insurance data capture, and standards of performance as well as feedback from the clinic
team to ensure mission is carried out.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience: Applicant must have six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
Education: One year above high school; or
Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
English Language Proficiency: Must be proficient in spoken and written English.
Grade Determinations:
GS-3 MSA (Entry Level)
Experience or Education. None beyond the basic requirements.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
1. Ability to meet, communicate, and interact with individuals in a courteous and helpful manner in order to give instructions and arrange appointments.
2. Ability to utilize computer systems to enter administrative data in patient systems.
3. Ability to learn and utilize basic medical terminology to record patient messages and physician requests pertaining to follow-up medical care.
GS-4 MSA (Developmental Level)
Experience or Education. One year of experience in clerical, office work, customer service, or other administrative that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position or two years of education above high school.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
1. Ability to meet, communicate and interact with individuals from varying backgrounds and other health care team members in a courteous and helpful manner in order to facilitate medical care for patients.
2. Ability to use, and navigate between, various types of office automation equipment and software (i.e. computer systems, web based scheduling programs; insurance collection system; scanning software, multiple line phone systems; electronic faxing programs) to support patient care.
3. Knowledge of basic medical terminology to assist in the provision of care to patients.
4. Skill in recording patient messages and understanding physician requests pertaining to follow-up medical care in internal or external clinics.
GS-5 MSA (Full Performance Level)
Experience or Education. One year of experience equivalent to the next lower grade level (GS-4) or 4 years of education above high school.
Demonstrated Knowledge, Skills, and Abilities. Candidate must demonstrate the KSAs below:
1. Ability to operate computerized programs and systems in order to enter, modify, and retrieve sensitive medical and patient identifying information (PII) into or from electronic health records, scheduling systems, and/or reports.
2. Advanced knowledge of medical terminology specific to understand medical diagnosis and procedures sufficient to communicate clinical staff instructions to patients.
3. Ability to schedule medical appointments in a clinical setting.
4. Ability to work independently in the accomplishment of a wide variety of duties performing patient support work.
5. Ability to communicate effectively and professionally in person, electronically, and/or by telephone, with internal and external customers.
6. Skill in customer service with the ability to identify customer concerns, and refer to the [appropriate staff, as necessary, to ensure a satisfactory resolution.

The full performance level of this vacancy is GS-5.
The actual grade at which an applicant may be selected for this vacancy is in the range of GS-3 to GS-5.
Physical Requirements: The incumbent must work in a multi-screen computer environment being able to use computerized programs on the screens bilaterally. Work is mostly sedentary but may require some standing, walking, bending, twisting, and stair climbing. Mail delivery on the inpatient wards consists of walking and carrying of packages, envelopes, mail and light supplies.
