Duties

This position will allow you to use your experience in human resources to plan and carry out a wide variety of mission support, human resources, personnel management, administrative research, and program planning activities related to the missions and functions of the Mission Readiness Operations. Apply for this exciting opportunity to strengthen the Department's ability to perform homeland security functions by analyzing and refining existing work methods, and developing new methods and procedures. This position starts at a salary of $88,562.00 (GS-12, Step 1) to $115,127.00 (GS-12, Step 10). Your major duties will include: Applying a wide range of administrative programs, concepts, laws, policies, practices and analytical methods to address technical issues or problems that contain several interrelated issues in human capital. Process personnel-related actions including promotions, reassignments, or changes in working conditions. Assisting supervisors with managing base pay, premium pay, overtime and leave administration. Researching and analyzing data to make recommendations and resolve problems including complaints, grievances and arbitrations. Develops and coordinates hiring plans by obtaining input from program officials. Preparing briefs, project papers, reports and memos involving personnel issues to foster understanding and acceptance of findings and recommendations. Identifying, evaluating and recommending appropriate human resource interventions to resolve complex interrelated human resources problems and issues.

Qualifications

You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing studies, carrying out projects, and providing advice to address substantive technical issues or problems relating to personnel management activities Developing, coordinating, and delivering hiring plans, briefings, project papers, status/staff reports to foster understanding and acceptance of findings and recommendations Formulating and/or implementing policies relating to personnel management and position management policy and procedures Serving as a liaison with LER, EEO, and chief counsel for cases that have personnel implications NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/06/2024.
