This position is located within the Research Service at the George E. Wahlen VA Medical Center (VAMC) Salt Lake City (VHASLC) in Salt Lake City, UT. The primary purpose of this position is to serve as a Research Contracting and Purchasing Official for the Research Service.
Duties

Duties may include, but are not limited to the following:
Responsible for: acquisition planning, market research, acquisition management, contract management, evaluating Contractors, approving invoices, closing contract, and resolving issues between VA and the Contractor.
Coordinating with the Program Manager/Research and Supervisory Budget Analyst on single and multi-year contracts to prioritize planned actions.
Determining appropriate acquisition funds and methods, and to recommend contract types and sourcing strategies.
Responsible for Acquisition Planning.
Providing recommendations to the CO (Contracting Official) on the source selection plan.
Conducting, collecting, and applying market research to identify the sources for supplies, services or equipment, terms and conditions.
Gathering information related to the potential sources of an acquisition.
Gathering information on industry trends.
Recommending appropriate requirements to be placed in the solicitations.
Assisting in the preparation of the written solicitation.
Assisting in contract negotiation.
Participates in post award meetings to review contract milestones and responsibilities.
Responsible for Contract Quality Assurance and Evaluation.
Ensuring consistency of appropriate quality requirements as they relate to the contract and validating/verifying adherence to specified requirements through various methods.
Providing close-out reports after the contract period to include verifying the vendor has submitted the last invoice, conducts an assessment on the Contractor's performance, and closing out Purchase Orders as needed.
Developing and maintaining the COR file in accordance with VA requirements.
Performing other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Acquisition and Utilization Specialist, and that is typically in or related to the work of this position. Specialized experience includes assisting with contract related services, product acquisition, and procurement of items; developing procedures and procedures; reviewing and advising on contracts during all phases; reviewing procurement documents and packages; developing and analyzing reports; assisting with contract negotiations; and overseeing contract compliance. EDUCATION: Have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). COMBINATION: Have an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. Physical Requirements: The work involves physical activities typically found in an office-based work environment, i.e.,
