This position is a Supervisory Facility Operations Specialist, GS- 1640-12 working in Anderson, California for the R8-Coleman National Fish Hatchery.
Duties
The Coleman National Fish Hatchery Complex consists of the Coleman National Fish Hatchery located in Anderson, CA and the Livingston Stone National Fish Hatchery located in Shasta Lake City, CA. The Coleman National Fish Hatchery is the largest salmon and steelhead hatchery in the National Fish Hatchery System. Coleman NFH is responsible for the spawning, incubation, and rearing of fall, late-fall, and winter Chinook salmon and steelhead. Total production for the station is approximately 14 million juveniles. The Livingston Stone NFH is responsible for the spawning, incubation and rearing of ESA endangered winter Chinook salmon and threatened delta smelt. The incumbent is responsible for all physical operation aspects of both facilities such as operations of the water treatment systems, pumps, and temperature control systems; maintenance of buildings and equipment and the acquisition of supplies and equipment, including budgeting and identification of development and construction needs in meeting the hatchery fish production goal. The current Coleman NFH infrastructure value is over 120 million dollars and the hatchery covers approximately 75 acres of land owned by the Service. The full-time staff includes water treatment plant operators, electricians, electronics industrial control mechanics, and journeyman maintenance mechanics positions.
The position performs the following duties, but is not limited to:
Serves as Facilities Manager for large, contracted construction projects and deferred maintenance projects, and plans for and coordinates contracted work for smaller electrical, construction, plumbing, etc. jobs which routinely occur at the facility.
Plans and evaluates operational and maintenance needs for installed equipment, related systems, and personal property, including costs for required supplies, repair parts and normal maintenance activities.
Evaluates operational and maintenance needs of the facility in terms of condition of the facility, project priorities, staffing needs; utilizing the Financial and Business Management System (FBMS), Services Maintenance Management System (MMS), Real Property Inventory (RPI) and Condition Assessments (establishes a Facility Condition Index).
Exercises the full range of supervisory and managerial duties for subordinate personnel. Manages and directs professional, technical and non-technical staff to accomplish program and facility objectives.
Serves as property custodian and receiving officer for the facility's Personal Property Inventory Program and assists with the management of the facility's Real Property Inventory Program.

- Incumbent may be required to respond to alarms on the evenings and weekends, as assigned. Alarm must be responded to timely in order to ensure specimens remain viable.

Qualifications
Only experience and education obtained by 11/14/2024 will be considered.
In order to qualify for this position you must possess both the Minimum Qualification.
Minimum Qualifications [GS-12]:
Have one full year of specialized experience comparable in scope and responsibility to the GS- 11 level in the Federal service (can be obtained in either the public of private sector), performing all of the following: 1) assessing equipment and facility deficiencies to develop solutions to operating problems and identifying deficiencies to develop solutions to operating problems and identifying construction needs in accordance with Service and industry standards; 2) planning for repair, replacement and maintenance of equipment and facility infrastructures; 3) preparing cost estimates or cost analysis using basic accounting methods for labor and materials for a variety of construction and maintenanceprojects, such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one-or two-story buildings to larger structures; 4) utilizing spreadsheets and word processing applications to prepare detailed reports that document facility conditions and needed corrective actions; and 5) interacting with subordinates, peers and external constituents in order to maintain appropriate contacts with the organization funding projects.
