This position is located in a Bureau of Land Management office in Vale, OR. The incumbent serves as the focal point for making decisions in a geographically based Field Office for providing leadership, motivation, and direction, including the administrative and technical supervision of assigned employees.
This position is open to Department of Interior current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
Incumbent will be the senior level manager for a BLM field office. They will provide leadership and guidance to a diverse team of resource specialists and subordinate supervisors. Incumbent is responsible for administration of a variety of programs and ensuring compliance with relevant laws regulations and policies governing the natural resource programs within the field office. Incumbent is responsible for overall program direction execution and prepares and issues policies to facilitate efficient operations. Incumbent exercises considerable discretion to implement projects and negotiates on behalf of the BLM on complex and controversial projects/issues working with state, local, and other federal partners and Native American Tribes.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) providing technical and administrative supervision, leadership, and/or direction of assigned employees; (2) overseeing planning, budgetary, and/or evaluation activities to effectively manage multiple natural resource programs; (3) identifying innovative solutions to issues involving uncommon or unprecedented land management and/or natural resource programs; (4) engaging in tactful and influential communications with external agencies, tribal governments, advisory groups, congressional staff, interest groups, and/or the media to negotiate successful resolutions to complex, sensitive, and often unpopular issues.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
