Duties
You will review construction drawings and submittals for completeness, sound engineering practice, and compliance with federal and local standards.
You will advise multi-disciplinary teams on facility design and construction products or services to ensure successful project execution.
You will witness duct air leakage testing (DALT), testing, adjusting, and balancing (TAB), performance verification testing, and functional performance testing for HVAC equipment and control systems.
You will review supporting documentation and test reports.
You will review deliverables from commissioning providers and evaluate their performance and compliance with contract requirements.
You will be a contracting officer’s representative for commissioning contracts.
You will consult with construction personnel to resolve complex and unforeseen field conditions in projects.
You will make recommendations to the construction team and field office regarding acceptance of mechanical equipment and control systems.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Incumbent will proactively pursue completion of training required by the CI Community Management Plan and the incumbent’s Individual Development Plan (IDP).
- Participating, as requested, in FEC-sponsored Design Assist Visits (DAV’s).
Qualifications
For the GS-13, this position has a selective placement factor that will be used to screen out ineligible candidates. In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical reviews of mechanical construction drawings and specifications for compliance with functional requirements and conformity with standard engineering and construction practices OR preparing mechanical construction drawings and specifications; 2) Providing commissioning services (preparing commissioning documentation and witnessing functional performance tests) for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing systems, utilities, or industrial ventilation systems OR providing technical oversight of HVAC system acceptance testing as defined by NAVFAC Instruction 3960.1; 3) Visiting construction sites to inspect mechanical system installations and working with construction professionals to resolve mechanical construction issues.

Specialized experience must demonstrate the following: 1) Providing technical reviews of mechanical construction drawings and specifications for compliance with functional requirements and conformity with standard engineering and construction practices OR preparing mechanical construction drawings and specifications; 2) Participating in the commissioning process for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing systems, utilities, or industrial ventilation systems OR providing technical oversight of HVAC system acceptance testing as defined by NAVFAC Instruction 3960.1; 3) Inspecting new mechanical system installations or existing facilities.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the
Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
