This position is responsible for clinical nursing services and assists with other administrative and management activities that occur within the hospital. Reports to the Chief Nurse Executive.
THIS IS A REPLACMENT IPA P.L. 93-638. Selectee will be required to sign an Intergovernmental Personnel Agreement (IPA).

Responsibility involves administering, coordinating, and directing clinical nursing activities to ensure conformance to acceptable standards of care with maximum utilization of personnel and the adherence to required administrative practices and procedures.
Responsible for monitoring the quality of nursing care provided and for the activities of the hospital on their assigned tour of duty.
Ensure nursing care delivered on the nursing units is consistent with National standards of care for patients ranging from neonate/infant through geriatric.
Provide the Chief Nurse Executive with current information relative to nursing units and hospital activity, patient care and patient progress for the assigned tour of duty.
Promote and participate in patient education; ensure consistency and continuity by developing and implementing adequate teaching guidelines.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
AND
Licensure: Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12: One full year of professional nursing experience, equivalent to the GS-11 grade level. Examples of experience include: Knowledge of nursing concepts, skills and principles necessary to provide professional services including assisting with all aspects of managing a General Medical/Surgical and Intensive Care units. Provide leadership, direction, and technical expertise in the planning, development, implementation and evaluation of the delivery of nursing services for the benefit and provision of safe comprehensive care.
Supervisory Abilities: This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
