Duties
Identifies sources of hazardous materials discharges and implements elimination/remediation action.
Monitors the use of hazardous material protection practices and procedures.
Provides technical safety training and instruction to supervisors and employees.
Maintains the flight technical order library and monitors the condition of vehicle maintenance facilities.

- The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver’s license is required.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Environmental Protection Assistant Series 0029.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of EPA, DOD, and Air Force rules, practices, procedures, or operations that require extended training and experience to perform a wide variety of interrelated or nonstandard assignments such as researching, deciding upon, and implementing hazardous materials requirements and identifying and evaluating potential spill situations to eliminate or remediate them. Knowledge of the provisions of federal, state, local, DOD, and Air Force environmental laws, rules, and regulations regarding various hazardous materials to make determinations regarding proper storage, treatment, stabilization, neutralization, shipment, and disposal of materials. Knowledge of vehicle management operations to identify potential spill situations and plan for their elimination or remediation and develop spill plans. Knowledge of heavy mobile/automotive maintenance and repair work processes to identify safety hazards in vehicle maintenance shops and determine how to manage them. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of federal, state, Environmental Protection Agency (EPA), and Department of Defense (DOD) directives applicable to the procurement, handling, storage and disposal of hazardous materials.
2. Knowledge of basic safety and occupational health principles, practices, and procedures relative to vehicle maintenance and repair operations.
3. Skill in identifying and evaluating potential hazardous material spill situations for elimination or remediation.
4. Ability to interpret and apply a wide variety of training materials on safe work practices, accident prevention and mishap reporting requirements to train and instruct supervisors and employees.
5. Ability to maintain the flight technical order library and procure technical orders, military publications, commercial manuals, service bulletins or data management software required for heavy mobile or automotive equipment assigned to the base.
6. Ability to inspect the condition of vehicle maintenance facilities, perform property inventories, and initiate facility service and repair work orders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
