As a Senior General Engineer, you will be responsible for the performance of all aspects of the project management of Prospectus Level and non-prospectus level projects, which comprise the most major, politically sensitive, and complex initiatives.
Location of position: Public Building Services, Washington DC, Office of Design and Construction, Capital Project Division.We are currently filling three vacancies, but additional vacancies may be filled as needed.
Duties
Project Management Duties: Overall responsibility for the successful initiation, planning, execution, and closure of leasing, design, or construction projects, including prospectus level and non-prospectus level projects, which comprise the most major, politically sensitive, and complex initiatives. Manages leasing, design, construction and alteration projects involving large and complex special purpose buildings. Such projects may be multi-story, multi-million dollar, office buildings, building complexes, laboratories or courthouses that involve difficult problems in engineering design, planning, coordination, code/zoning requirements, site selection, development, and layout, or other architectural/engineering related matters.
Contracting Officer’s Representative Duties: Assists the Contracting Officer in the preparation of statements of work, determinations and findings and solicitation documents. Oversees detailed analyses of all elements of cost in contractor proposals and recommends competitive range determinations to the Contracting Officer. In conjunction with the Contracting Officer conducts pre-bidding conferences with prospective bidders to inform them of contract provisions and relative responsibilities of A/E's developers, and/or Lessor, and the Government. In conjunction with the Contracting Officer serves as lead negotiator for assigned projects.
Professional Engineering Duties: Manages difficult problems in engineering design, planning, coordination, code/zoning requirements, site selection, development, and layout, or other architectural/engineering related matters. Conducts site surveys to determine condition of structures and systems, evaluates requirements and recommends incorporation, modification or exclusion of various project features to best meet long-term needs of the government in consideration of such factors as urgency of needed repairs or redesign, useful life of building components and systems, and cost/benefits involved.
Customer Service Duties: Leads discussions with representatives of client agencies regarding project requirements, needs, building limitations and functional use of space to determine the most economical solution and to meet the operational needs of the occupants. Collaborates with customer agencies' top officials to ensure optimum satisfaction of agencies' program and project objectives through effective and expeditious management of project-related activities.

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service.
Specialized experience is applying professional engineering principles, concepts, and practices in the design of construction or alteration projects involving large and complex buildings or major building systems; and the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having independently managed projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
