About the Position: This position is located in SOTF SUPPORT DIVISION FORT LIBERTY, NC. This position may be filled as a temporary assignment for a current Army Employee.

Duties

Maintain overall control of Property Book Office (PBO) accounts, specifically dealing with property accountability, contracting mechanisms, and GPC execution. Provide oversight of ATMP contractor's complete property control system by conducting surveillance of property in accordance with the regulatory guidance and the Command Supply Discipline program. Organize work to provide for continuous surveillance of all property administration functions in support of SOTF Command Supply Discipline Program (CSDP). Ensure that the government and contractors meet the requirements, obligations and is responsible for all property owned by or leased to the Government under the terms of the contract and/or by regulations and local policies. Performs property management advisory functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • Completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 45 lbs.
  • Temporary Duty (TDY) or business travel requirement of 25 or less% of the time.
  • This is a Temporary position intended to last 3 Years.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Analyzing property and supply management policies and processes to resolve difficult issues in inventory management and property accountability; 2) Solving property administration matters with contractor's and supported units; 3) Using appropriate software and automatic logistic systems (such as Property Book Utilities System Expanded (PBUSE), Standard Army Retail Supply System (SARSS), and General Fund Enterprise Business System (GFEBS)) to maintain records and produce documents associated with purchasing, contracting, and property management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementSupply SupportSupport Equipment Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
