Duties

About the position: The Time & Leave Clerk assigned to this position is a member of the nursing team. The employee must be aware of the cultural diversity of the patients, family and other members of the health care team. The employed works in the office of the Associate Director Patient Care/Nursing Service, is responsible for the preparation, input and maintenance of staffing information and assists with training Nursing Administrators and Nurse Managers on the use of the Paid System. Duties include but are not limited to: Participates daily in telephone and/or face to face conferences with the Nurse Managers reviewing information regarding statistical data (census, admissions, patient category, staff on duty/ annual leave/ sick leave other leave, changes in patient classification. Ensures assigned timecards are posted daily and biweekly payroll submission is completed timely. Knows, interprets and administers two complicated sets of rules related to two different pay systems (Title 5 and Title 38), controls the maintenance of the time cards of assigned unit personnel, intermittent, part-time, non-scheduled employees, compressed work week which includes night differential, premium pay, holiday, in-lieu days, etc. Initiates requests for overtime pay and ensures overtime buck slips/ 1098 's are completed and forwarded to approving officials for approval. Maintains time schedules and must maintain a high degree of accuracy in posting and coding Time and Attendance Reports. Is responsible for the preparation, maintenance and timely submission of the attendance reports for each employee assigned to Nursing Service utilizing the PAID system. Prepares for the Chief, Nursing Service requests for compensatory and overtime pay (Form 1098) whenever overtime is worked, making appropriate entries on the Time and Attendance Reports. Checks all request for annual leave against the Master Schedule and the leave policy of Nursing Service, assuring that requests are received in a timely manner and are within the scope of the policy. Confidentiality is maintained in all matters relating to Time and Attendance reports. Assures that all periods of annual leave and sick leave are covered by electronic leave request and/or SF-71s and, that periods of sick leave over three (3) days are covered by a doctor's certificate, or other appropriate documentation. Prepares a quarterly leave usage report for the Associate Director Patient Care/ Nursing Service Prepares a daily staffing sheet for the use of the management staff, showing all persons on duty on each ward of the tours of duty. Conducts effective and positive communication with all Nursing Service employees as well as other members of the Health Care Team. Resolves payroll problems and answers questions regarding employee's salaries and deductions. Performs bi-weekly review, ensures timely and accurate input and performs follow-up action of time and attendance (T&A) reports . Assists staff in identifying learning needs and initiates training programs for Nursing Service Employees . Instructs Nursing Staff on the proper use of the computer, how to use various menu items, and other information that is needed. Trains staff on the changes, i.e., new options on the PAID System. Work Schedule: Monday - Friday, 7:30 - 4:00PM Pay: Competitive salary and regular salary increases Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: Not available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2024. Basic Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-04, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing clerical duties utilizing the knowledge of time and leave regulations, nursing schedules, various pay setting, regular/irregular tours of duty for an organization, utilizing Microsoft software such as Word, Excel and Outlook, dealing with a large number and variety of organization staff at all levels, working effectively with staff in other services, thorough knowledge of the use of a keyboard and adding machine to prepare necessary reports, knowledge of the complex functions of PAID System; and knowledge of grammar, spelling, punctuation and required software. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. Note: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience Preferred Experience: The ability to demonstrate knowledge of the PAID System and requirements and techniques in carrying out assignments consists of several related tasks . Physical Requirements: Work requires sitting, walking, climbing stairs, standing, bending and carrying light weight items such as books and papers.
