This is a Direct Hire Authority (DHA) solicitation utilizing DHA for Medical Occupations to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for day-to-day operation of a health unit. Manages and administers programs for federal employees in several federal agencies; supervises and directs part time contract healthcare personnel in the provision of comprehensive nursing, preventative and therapeutic health care services.

Duties

Prepares, develops and communicates policies, protocols, objectives, standards and delivery systems to ensure health services are within appropriate legal and regulatory requirements in accordance with the scope of a registered nurse. Participates and directs the planning, instituting, evaluating and revising conditions for resources and policies; conceptualizes and initiates new protocols essential for delivering health care services in the district. Administers the monitoring aspect of contract service including invoices and billing and assists with the annual budget; provides quality assurance for contract physicians, audiologists and laboratories to include review of costs and services. Serves as a liaison between District managers, contracting and the contract physician and nurses in discussions of medical services to be provided. Plans, develops, procures, maintains, calibrates and operates equipment, supplies, services, records systems, computer programs and associated training that supports health programs. Participates with Physician and Chief, Safety and Occupational Health Office to institute, evaluate, and revise program plans; assists in determining conditions, resources and policies essential to the delivery of required health care services. Assesses and treats illnesses in a triage unit by obtaining client health and developmental history, and records findings making clinical evaluations. Manages duty and work assignments to staff of the health unit, providing technical guidance and training to solve problems that arise in day-to-day operations and implements various State and Federal requirements as to operating the health unit.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires an active license in one of the 50 U.S. states(and/or Puerto Rico) as a professional nurse.
  • This position requires a Basic Life Support (BLS) Certification.
  • This position is covered by the Civilian Drug Abuse Testing Program, required to sign a DA Form 5019-R "Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program".
  • Must possess or be able to obtain and maintain clinical titer testing or proof of immunity for Rubella, Rubeola, and Hepatitis B within three months of employment.
  • Must possess be able to obtain and maintain a valid state-issued driver’s license.
  • Must receive and maintain current certification by the Council for Accreditation in Occupational Hearing Conservation (CAOHC) within 12 months of employment.
  • Must have or be able to obtain AHA Heart saver CPR/First Aid instructor certificate within one year of employment.
  • Obtain current certification by a NIOSH approved training program in spirometry techniques within 12 months of hire.
  • This position has a mandatory seasonal influenza vaccination requirement subject to annual seasonal influenza vaccinations which requires signing a statement (Condition of Employment) consenting to seasonal influenza vaccinations.
  • This position requires successful completion of a pre-employment Physical Examination and annually thereafter.

Basic Requirement for Nurse (Occupational Health): Degree: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.). Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017, or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. - Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant; AND - Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position/grade level you must also meet the qualification requirements listed below: Minimum Qualifications Minimum Qualifications for GS-12: Professional Nursing Experience: One or more full years of professional nursing experience which includes: develop and manage an occupational health program for an organization; provides referrals, consultations, and counseling on a wide range of health subjects such as nutrition, dentition, care of minor injuries and illnesses; record and communicate data relevant to primary health assessments including detailed family and medical history, a physical examination and selected laboratory, radiology, and cardiology tests; develops train-the-trainer classes on operation and use of AEDs and teaching CPR. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). NOTE: May be required to wear personal protective equipment such as safety shoes, hard hats, safety goggles, masks, gowns, gloves or protective outer garments. Occasionally visits sites where toxic chemical, physical, biological and safety hazards are present. May require carrying of equipment and supplies up to 25 lbs., also requires standing and bending in assessment and treatment of patients. Extended driving, travel, and hours may be required.
