About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - Fort Meade, Maryland.

Duties

Leads the team in performing policy analysis and development. Identifies appropriately skilled team members to serve on inter-agency boards, panels, and working groups, as well as the forums in which DoD CIO/RM/C4 IT program policy directives are negotiated and defined. Develops plans, policies, and requirements documents for the successful execution of the DoD cyberspace attack, defense, and operations missions. Coordinates with organizations to ensure that desired and needed CIO/C4 IT funding, resource support requirements, and C4 IT requirements and capabilities are addressed in Command planning documents, exercise plans and applicable documents. Exercises supervisory personnel management responsibilities. Leads the team in performing policy interpretation and implementation. Leads the team in conducting research into a wide variety of sources to identify existing policy products or services that demonstrate potential for adaptation/extension to achieve cyberspace capabilities not met by existing products and services.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime up to 10% of the time.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment.
  • Must complete a counter-intelligence scope polygraph exam.
  • This is a Drug Testing Designated Position and must pass urinalysis testing, as required, prior to appointment and periodically thereafter.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program)
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • The incumbent must possess or obtain an Information Assurance Management (1AM) Level II professional certification as a cyberspace professional, consistent with requirements detailed in DoD 8570.01-M.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) evaluating processes or procedures to monitor the effectiveness, efficiency, and productivity of an organization; 2) analyzing and developing comprehensive plans, policies, and procedures that support the successful execution of cyberspace operations and; 3) supervising or leading a team of Information Technology professionals determining and directing workload allocation to ensure efficient and effective accomplishment of objectives. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
