This position is located within VISN 2 Network Fiscal service for the Albany, NY VAMC. The Supervisory Accountant provides direction for the day-to-day functions within Albany for the Concur Travel program, Accounting, Agent Cashier, and Payroll. Performs financial audits by examining accounts and financial records for certifying or attesting that the financial statements fairly represent the financial position of the organization. Supports the direct mission or objectives of the facility.

Duties

Major duties include but are not limited to: Advises staff on and/or performs professional financial accounting duties Prepares instructions and guidance for staff in the implementation and operation of accounting procedures/programs. Provides analysis and advice on financial matters to program officials, managers, and resource administrators. Plans and conducts studies to determine the requirement for updated financial information. Supervises a group of employees performing work in the areas of financial accounting, Agent Cashier and payroll duties. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff Provides advice and counsel to workers related to work and administrative matters. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Basic Requirements: Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic requirements, the applicant must also meet the specialized experience. GS-11 grade level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Professional experience of accounting theories, practices, methods, and techniques, auditing, and experience of organizational practices, policies, and programs to independently plan and perform all assignments including investigations of improper activities, accounting audits of all accounting systems. Experience of accounting operations and requirements to independently perform a variety of assignments. OR, Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR, Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
