Duties
At the full performance level, duties include, but are not limited to, the following:
Advising management on the use of various types of internal and external recruitment sources and authorities to place qualified applicants;
Analyzing the knowledge, skills, and abilities required by the position to create and assist with preparing job analyses and crediting plans with Selecting Official;
Applying appropriate fact-finding and problem-solving methods and skills to gather information from various sources and determine
applicable statues, regulations, or guidelines;
Integrating and adapting complex, technical personnel policies, regulations, and procedures to the individual situation; and
Composing written correspondences to accurately respond to management questions or concerns, fostering an understanding and acceptance of HR recommendations and/or decisions.

GS 07: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience with entry-level human resources assignments that include analyzing problems to identify significant factors, researching and gathering pertinent data, and recognizing solutions; experience planning and organizing work, and communicating factual and procedural HR information clearly, verbally, and in writing.

Education: Successfully completed 1 full year of graduate level education from an accredited college or university in a directly related field that provided the knowledge, skills and abilities necessary to perform the work of the position.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
- OR -Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled
GS 09: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Performing highly structured work designed to develop broader and more in-depth assignments used within Staffing and Recruitment HR functions; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and analyzing facts and drawing conclusions regarding Staffing and Recruitment HR processes; developing job analyses and vacancy announcements in an automated recruitment system; accurately coding and processing various personnel actions in an automated HR system according to Human Resources staffing and recruitment guides, laws, and regulations; and responding to customers in a timely and professional matter regarding federal basic staffing and recruitment questions.

Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
