Come join the Inter-American Foundation (IAF), a nimble and transformative U.S. government agency that invests in community-led development across Latin America and the Caribbean. This position serves as a Program Analyst in the Office of Learning and Impact (L&I) which advances the mission of the IAF by generating strategic and sound evidence from IAF's grantee data that strengthens programming and inspires supporters. Duties at the GS-09 grade level will be performed under more supervision.

Duties

Works with IAF colleagues to ensure our contracts deliver for the agency. Serves as Contracting Officer's Representative (COR) administering and overseeing and monitoring contracts/contractors, evaluation and data collection activities and reporting requirements. Identifies, analyzes, synthesizes and evaluates data/findings related to IAF grants and field-based contractors. Reviews information, reconciles conflicting data, devises new and modified methods, analyzes and evaluates findings. Ensuring that quality research standards are met and findings and results are validated. Develops effective strategies and recommendations for improving monitoring, evaluation, learning, and knowledge management. Participates in synthesizing and disseminating analytical results to develop effective communications. Ensures compliance with federal procurement regulations. Identifies and analyzes requirements, prepares annual acquisition plans and develops procurement documentation. Field work is normally conducted in Spanish, and much of the documentation, including monitoring reports, in the day-to-day duties and responsibilities are in Spanish.

Applicants must meet ALL qualifications and eligibility requirements of the announcement including the following specialized experience and/or education and selective placement factor, as identified. This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: Fluency in English and Spanish (oral and written) in order to read and translate narrative data written in Spanish that is submitted to IAF from contractors and partners in Latin American and Caribbean countries. If selected for an interview, portions will be conducted in Spanish and there may be a written data exercise. Applicants must meet the following specialized experience requirements, education, or a combination of education and experience listed below. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled. GS-09 Qualifications: Specialized Experience: Must possess one year of specialized experience equivalent to at least the GS-07 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Specialized experience at the GS-09 for this position includes, but is not limited to experience: Extracts, summarizes, and analyzes program data; Reviews and applies directives, instructions, regulations; Monitors program activities and drafts program status reports; and participates in the development and conduct of program surveys, audits, and analyses. OR Education: You must have a master's degree or equivalent degree or two full years of progressively higher level education leading lo such a degree, or an LL.B or J.D., if related (Note: You must attach a copy of your transcripts.) Such education must demonstrate the knowledge, skills and abilities necessary to perform the duties of the position. OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)This position requires the incumbent to obtain and maintain certification at Level I under the provisions of Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR). GS-11 Qualifications: Specialized Experience: Must possess one year of specialized experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position. Specialized experience at the GS-11 for this position includes but is not limited to experience: Analyzes program data and operations; Analyzes, interprets and evaluates directives, instructions, regulations; Monitors program activities and drafts recommendations for improvements; and conducts program surveys, audits, and analyses. OR Education: You must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR a LL.M., if related (Note: You must attach a copy of your transcripts. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. This position requires the incumbent to obtain and maintain certification at Level II under the provisions of Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR).Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
