You will serve as an INVESTIGATOR in the INSPECTOR GENERAL DIRECTORATE of COMNAVSURFLANT.

Duties

You will be authorized to conduct general investigative duties under Title 10, USC Section 5088. You will conduct investigations, inquires, audits and inspections to ensure that personnel, equipment, and other command resources are employed effectively, efficiently, safely, and within legal and administrative constraints. You will investigate and provided or arrange for investigative services to obtain facts and information relative to violations of laws, executive orders, and federal standards and regulations. You will receive, analyze, plan, and investigate IG Hotline complaints, DoD reprisal and complaints and Congressional Inquiries, USFF, Force Inspector General (IG) NAVINSGEN, and other military and civilian IG offices. You will serve as Lead Investigator in complex cases involving multiple investigators providing guidance and oversight. You will prepare, review, and submit comprehensive investigative report to ensure the quality and manner in which the investigation was performed meet CIGI quality Standards for Investigations, Investigations Manual, and SOP/directives. You will serve as command administrator of the Naval Inspector General Hotline Tracking System (NIGHTS). You will provide monthly reports to the CNSL, IG, Commander, Deputy Commander, and/or Chief of Staff. You will analyze and review reports of investigation form other agencies such as Navy Staff Judge Advocate (SJA), Naval Criminal Investigative Services (NCIS), and other military IG and state/local police departments. You will develop and conduct training on IG investigation process and procedures as warranted. You will conduct periodic evaluations, assessments, and review command programs and actives to ensure internal controls are in place.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • Travel may be by commercial (air, rail, POV, etc.) or government-operator (military aircraft, vessels or vehicle) or government-chartered carriers and riding U.S. Navy Ships at sea.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must successfully complete the Hotline Investigator Training Course within 6 months of encumbering the position, subject to the availability of training dates and budget.
  • A no cost government passport is required, and an international driver’s license is preferred.
  • The employee may be required to work flextime and/or overtime.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and knowledge of investigative and inspection techniques, methodologies, and analytical abilities to identify components of complex inspection issues and inquiries/investigations and determining validity of perceived problem areas. Experience with and comprehensive knowledge of, and expert ability to assess, regulatory and legal requirements governing a complex inspection issue, inquiry/investigation or assistance issue. Experience in and ability to communicate both orally and in writing for conducting inspections, inquiries, investigations, meetings/ briefings with senior management officials, preparing correspondence for COMNAVSURFLANT approval, and writing inspection and investigative reports. Experience with and knowledge of investigative techniques to plan and conduct investigations inspections independently. Experience with and knowledge of investigative techniques to evaluate the accuracy, thoroughness, objectivity, and completeness of an investigation or inspection. Experience with and knowledge of the Navy Correspondence Manual and skill in written communications to prepare correspondence in accordance with Navy regulations related to Hotline cases, such as tasking letters, complainant letters, interim and final responses to higher authority, correspondence with other agencies, issue papers, and inspection reports.
