About the Position: As a Program Manager responsible for managing the efficient and effective coordination and accomplishment of the program planning, scope, development, and studies, designs, and construction of major projects. Duties
Responsible for the implementation of the district’s overall Quality Management System (QMS).
Provides Quality Management System (QMS) guidance to District Commander and other senior leaders.
Performs as the program team leader for the district’s internal quality management internal reviews.
Participates in District external ISO audit and certification process.
Coordinates review of internal processes for project management, design, and construction management for district projects.
Projects include feasibility studies, civil works , military construction, and environmental projects.
Serves as the District's primary point of contact for Quality Management System with customers, district leadership and higher authorities.
Keeps the District Commander and Senior leaders fully informed of Quality Management System requirements, progress, and metrics of performance.
Directs a team of internal auditors to develop and implement internal audit plans.
Trains district personnel on Lean Six Sigma practices and internal audit processes.
Serves as the senior subject matter expert regarding Lean Six Sigma for the Kansas City District.

Specialized Experience: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes serving as a Program Manager (Quality Manager) maintaining and monitoring a Quality Management System, developing processes and procedures that comply with the International Organization for Standardization (ISO 9001) standard, and utilizing Lean Six Sigma (LLS) methodologies, tools, and techniques to guide continuous improvement and managing internal audit schedules.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
