This position serves as a Reporting Compliance Specialist for the Employee Benefits Security Administration (EBSA), Office of the Chief Accountant, Division of Reporting Compliance. The Division of Reporting and Compliance ensures the ERISA database contains timely, complete, and accurate information about the regulated plan community. This division is also responsible for the administration of the Delinquent Filer Voluntary Compliance Program. This position is inside the bargaining unit.

Duties

As a Reporting Compliance Specialist, duties will consist of but is not limited to the following: Plan and conduct a variety of comprehensive studies and analyses to develop and/or revise agency policies and procedures. Review and analyze trends, patterns and inconsistencies in EBSA and IRS interpretations and administration of statutory and regulatory reporting compliance requirements. Develop guidelines for implementation of approved policies and procedures and specifications for automated programs for the assessment of penalties pursuant to ERISA. Review reports for content, substance, accuracy, completeness, and compliance with statutory and regulatory requirements. Research source material such as legislation, regulations, administrative, court rulings, and precedential cases. Analyze inter- and intra-agency investigative, analytical, and enforcement actions taken, and the justifications for such actions. Prepare a digest of the case, noting deficiencies and issues, and develop a recommended course of action. Work with other EBSA components, external agencies, industry, and special interest groups, to resolve accounting, interpretive, enforcement, or database concerns. Identify opportunities to provide regulatory guidance to plan fiduciaries, participants, and beneficiaries; and ensure coordination of programmatic activities. Foster communication among team members to share experiences, observations, and recommendations involving program activities. Provide mentoring and training to other Division staff. Determine the proper case disposition and draft correspondence. Evaluate whether there is a need to assess filing penalties per ERISA and determine the amount of such penalties. Recommend assessment and penalty amounts for novel cases and draft letters to notify filers. Provide technical expertise to the Solicitor's office in the resolution of individual cases. Initiates, plan, develop, and present highly focused and visible compliance assistance programs. Develop technical bulletins, press releases, and informational brochures for distribution to plan administrators and industry groups. Prepare replies to congressional inquiries and requests for technical information. Initiate and maintain liaison with senior personnel of appropriate IRS and PBGC components.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for Reporting Compliance Specialist, as described below. For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-12 includes: Experience in the interpretation and application of ERISA requirements; Experience in the implementation of ERISA and Form 5500 reporting requirements or ERISA's fiduciary rules and related laws, regulations, and policies; Experience analyzing a wide variety of factors relating to the accuracy of information provided in Form 5500 Series reports.
