The Electronic Technician is responsible for evaluation, modification, installation, maintenance, and maintenance training related to the mechanical & electronic systems of the building automation systems. The primary responsibilities of this position are to modify, install, evaluate, repair, calibrate, troubleshoot, and maintain complex electronic, pneumatic, and electromechanical controls to ensure safe, efficient operation of building automation systems.

Duties

Major duties include but are not limited to: Operates, maintains, calibrates, tests, and repairs building automation systems and several varying types and brands of temperature, humidity, and volumetric controls, both individually and in any combination. Maintains complex and extensive heating, ventilation, and air-conditioning (HVAC) controls involving the interfacing of electric, electromechanical, pneumatic, and electronic controls. Maintains complex Energy Management Control Systems, which are vital to the facility's ability to provide health care. Plans and performs scheduled and emergency service on these devices to ensure that they are working properly, maintained properly, calibrated and in compliance will all applicable codes and standards. Performs testing and balancing of both air and hot or chilled water flow systems, using such testing and environmental control equipment as is appropriate, and reporting analytical results of testing. Uses equipment such as multi meters, flow hoods, manometers, velometers, psychrometers, thermometers, and liquid flow gauges. Performs complex calculations using test data to improve system performance. Repairs and calibrates control instruments by using common hand tools and tools common to the trade. Maintains programs for energy management, start-stop scheduling, and other key characteristics of the system. Serves as a technical advisor and consultant to the Chief Engineer in the purchase of new equipment to meet current and projected hospital and network needs. Inspects incoming equipment to ensure it performs to design and VA specifications. Instructs equipment operators in correct device usage and in operator-level maintenance and control strategy. Contributes to solving operational and design problems and improvises troubleshooting techniques. Works from vague, incomplete schematics and blueprints and computer aided drafting (CAD) drawings, and often develops drawings and schematics. Installs complex electronic systems and modifies old programs to meet special specific requirements with limited guidance. Solves problems with HVAC, pneumatic controls, electronic controls, graphic controls, and building automation computer systems. Plans and directs installation of complex systems building automation systems including proposing methods of controls, system requirements, reviewing submittals for content and accuracy, and approving contract designs. Tests new or modified building automation systems. Keeps abreast of changes in the field which may impact job performance. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-10 grade level in the Federal Service. Examples of qualifying specialized experience include: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of three (3) full years of graduate education or a Ph. D degree directly related to the work of this position (i.e., in electrical engineering, electronics engineering, electronics technology) meets the requirements for the GS-11 level. This education must have been obtained in an accredited college or university. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The technician may be required to make repairs and installations from ladders, scaffolding, under buildings, small, tight places, manholes, and where the systems and equipment are in hard-to-reach places. This requires the incumbent to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions for prolonged periods. He or she frequently handles, lifts, carries, and sets up parts with excessive weights. The technician frequently carries and sets up parts and equipment that weigh up to 50 pounds. He or she must be able to maintain intense concentration for long periods of time. As the incumbent frequently works alone, he or she must exercise good judgment. The incumbent must have good eyesight and hearing. The work is done inside and outside, and is subject to dirty, dusty and greasy conditions. The technician is sometimes required to make Installations and repairs in bad smelling damp cold, and hot places. He or she is frequently exposed to the possibility of strains, cuts, scrapes, bruises, burns, electric shock, and infections.
