The primary purpose of this position is to serves as the principal financial management specialist overseeing the expenditures of all Directorate funds, efficiently and effectively managing resources to achieve mission accomplishment.
Duties
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
Performs budget formulation and cost forecasting for the Directorate which the employee is assigned too.
Conduct analyses, reviews, and special studies of budget and/or related information.
Participate in discussions, meetings, and conferences, and serves on panel committees.
Provide recurring and requested financial advisory servicers for the assigned Directorate fiscal year budget (may include mutlple appropriation/funds).

- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program
- (cont.) Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, USSPACECOM, national security, and public safety.
- (cont.) Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
- (cont.) Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-01 (GS04), or equivalent in other pay systems. Examples of specialized experience includes Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.

COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of general experience described in the job opportunity announcement; however, I have completed education leading towards a bachelor's degree as described in the job opportunity announcement. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of college transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of appropriate fiscal law as it applies to the use of appropriated funds and working capital funds and associates legal limitations.
2. Knowledge of multi-year, single-year and no-year appropriations and funds, and their characteristics, uses, applications and structure.
3. Knowledge of how (principally) Operations and Maintenance funds are programmed, budgeted, received, distributed and executed (implemented).
4. Knowledge of policies, processes, procedures, and regulations governing budgetary processes; and ability to formulate, justify, and execute assigned budget.
5. Skill with financial data processing systems and systems capabilities.
6. Skill sufficient to communicate effectively, both orally and in writing; and ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
