About the Position: The incumbent will serve as an IT Specialist (INET) at the HQ US ARMY SOUTH, ACS, G6, Joint Coalition Network in Fort Sam Houston, TX.
Duties
Serve as the World Wide Web (WWW) site manager (webmaster/developer) responsible for the technical planning, design, development, testing, implementation and management of Internet and Intranet activities.
Lead the development and management of a Web site or Web application portal for a regional program that involves privacy, access, and authentication issues.
Troubleshoot and resolve technical problems with the design and delivery of Internet services.
Collect and analyze Internet service usage and performance statistics.
Ensure the application of information security and information assurance policies.
Serve as the Microsoft 365 SharePoint Online Global Administrator and Content Management System (CMS) Administrator.
Develop and implement website security procedures and provide user instructions and documentation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Ability to communicate in Spanish. Must pass listening, reading, and speaking Spanish exams with a score of 2/2/2.
- Position requires a Security Clearance at the TOP SECRET Level as the incumbent will be required to access, process, use and safeguard classified National Defense information.
- Some TDY travel is required (at least 10%).
- Position subject to provisions of the Drug Free Workplace Program IAW AR 600-85 and DOD Directive 2010.9.
- Obtain (within 6 months) and maintain an IAT-Level II certification IAW DoD 8570.01-M.

Specialized Experience: One year of specialized experience which includes 1). Facilitate the application of IT assets to manage the organizational Internet and Intranet networks; 2). Provide guidance to personnel regarding programming and scripting languages to determine the most appropriate methods for delivering information via the Internet; and 3). Ensure web servers are equipped with the highest applicable level of encryption possible to prevent a security breach.
The OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-insert 11 or above).
