You will serve as a Manager in the Planning and Assessment Branch; Enterprise Test Evaluation and Analysis Division; Integrated Combat Systems Department of NAVSURFWARCENDLD. if selected, you will serve as the Branch Head.
This position is part of the Warfare Centers Personnel Demonstration Project. ND-05 is equivalent to GS-14/15.
Duties
You will provide effective professional and technical leadership and supervision to a diverse, multidisciplinary workforce consisting of scientists, engineers, and technicians.
You will execute the full range of line management roles and responsibilities, to include establishing an effective and productive climate and culture, performing strategic planning, and implementing a strategic vision.
You will develop, foster, and maintain professional, collaborative relationships with key sponsors, stakeholders, program managers, program directors, and other government and contractor organizations at NSWC Dahlgren and beyond.
You will promote a culture of technical excellence, professionalism, mentoring and guidance, workforce development, administrative compliance, continuous improvement, cross-organizational collaboration, and mission-based commitment.
You will be responsible for the scientific, engineering, technical, and administrative execution of the engineering required to develop and implement Combat Systems or Combat System capabilities.
You will provide technical leadership and be accountable for overall quality and timeliness of products and services.
You will serve as the supervisor of record for Branch employees to include all administrative approvals and support.
You will apply advanced knowledge of the application of systems engineering principles and methods to define, develop, test and analyze, and assess systems.
You will maintain technical and programmatic awareness of all projects in the branch, including high-level knowledge of cost, schedule, and performance factors of the projects within the portfolio.
You will be responsible for allocating resources (people, budget, material) across the organization appropriately to maintain expectations, timelines and budgets for programs executed within the Branch and within the portfolio.
You will think and act strategically in a dynamic fast-paced environment, aligning Branch thrusts with those of the Division and Department, applying NAVSEA or NSWC Strategic Plans, and multi-tasking to manage multiple objectives.
You will communicate effectively orally and in writing with both internal and external stakeholders, partners, and sponsoring organizations at all levels up to and including Flag/SES.

- FOR THE 1550 Series: This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801, level Advanced within 12 months of appointment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist leading teams or projects for the design, development, test & evaluation, integration, or in-service engineering of combat systems. Examples of specialized experience may include: leading a team of scientists and engineers to perform the requirements development, architecture development, evaluation and assessment of combat system baselines leading to certification; developing and executing combat system project plans that meet customer requirements and resource constraints; performing combat system engineering assessments; execution of combat system performance management activities; mentoring junior employees on combat system engineering activities.

FOR THE 0801 - General Engineering Series:
A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
FOR THE 1301 - Physical Science Series: A degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
FOR THE 1515 - Operations Research Series: A degree in operations research; or related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, and at least 3 of the 24 semester hours were in calculus.
FOR THE 1520 - Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics; or, a combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.
FOR THE 1550 - Computer Science Series: A degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
