You will serve as a Supervisory Facilities Manager in the Support Services Branch of NAVAL RESEARCH LABORATORY CONUS.
Duties
You will be responsible for daily operations of the NRL field site and interfacing with Naval Facilities Engineering Command (NAVFAC) on contract services.
You will monitor and interact daily with contractors along with fire safety and wastewater treatment personnel.
You will coordinate support and scheduling of a variety and full spectrum of research tests that use the facility in support of a large military installation.
You will plan work to be accomplished by subordinates and adjust priorities and schedules for the completion of work.
You will be responsible for marine operations in support of the research mission

Qualifications
For the NO-04 level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 11-12) or pay band (NO-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Supervisory Facilities Manager. Specialized experience must include some or all of the following: 1) Demonstrating knowledge of engineering and construction features of large-scale projects to assure adherence to plans and specifications; 2) Adapting standard practices, equipment, or techniques in developing technical parameters and preparing justifications for the development of plans and designs for the improvement and alternation of existing facilities; 3) Applying facilities management principles and practices, including planning, programing, and budgeting to effectively utilize the unit's responses in meeting goals and objectives; 4) Exhibiting the ability to supervise personnel, elicit their support and cooperation, evaluate their performance, and satisfy EEO requirements; and 5) Communicating both orally and in writing with officials at various levels in the chain of command.
For the NO-03 level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 5-10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Supervisory Facilities Manager. Specialized experience must include some or all of the following: 1) Demonstrating knowledge of engineering and construction features of large-scale projects to assure adherence to plans and specifications; 2) Adapting standard practices, equipment, or techniques in developing technical parameters and preparing justifications for the development of plans and designs for the improvement and alternation of existing facilities; 3) Applying facilities management principles and practices, including planning, programing, and budgeting to effectively utilize the unit's responses in meeting goals and objectives; and 4) Communicating both orally and in writing.

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related

A combination of education and experience
