You will serve as a GENERAL ENGINEER in the Technical Support Division, Engineering and Planning Department of PEARL HARBOR NSY AND IMF.

Duties

You will maintain the Advance Planning Database for overall management of advance planning tasks. You will manage the liaison services between Planning Yards and Pearl Harbor Naval Shipyard and IMF for drawing schedules, shipalt drawings, shipalt briefs and other technical guidance developed in support of programmed shipalts. You will monitor ship availability schedules and authorized work packages for shipalt work. You will develop and maintain computer applications to manage Liaison Action Requests, Departure from Specs, Electronics Waivers and Deviations, Electronic Departures from Specifications, and non-CNO Advance Planning completion status.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying professional engineering methods, concepts, and theories to develop and maintain advance planning and technical support processes and instructions (e.g., Integrated Logistics, Configuration Management, Auto Data Processing, Laydown Plans, and Uniform Industrial Process Instruction (UIPI) and Industrial Process Instruction (IPI)) to ensure fleet alteration and modernization project resources are utilized efficiently and economically. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying professional engineering methods, concepts, and theories to monitor events (e.g., SHIPALTS, Field Changes, Engineering Changes) and work products and progression (e.g., work package, ShipALTS drawings and records, technical work documents, phases of work, laydown plans, Select Record Drawings, Liaison Action Requests (LAR), and Departure from Specs (DFS)) to ensure fleet alteration and modernization projects are completed efficiently and economically. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
