DCSA is seeking an HR Specialist (Employee Relations (ER) and Benefits) to oversee performance and conduct concerns, complaints, and grievances.
Employee will be developed to receive, review, and provide technical advice/guidance, write various documents on a variety of topics related to ER issues, prepare opportunity to improve period plans, and work on items that could be heard before third parties such as the Merit Systems Protection Board or Equal Employment Opportunity Commission.
Duties
This position may be filled at either GG-07 or GG-09 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.
As a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS AND BENEFITS) you will be responsible for the following duties:
-Serve as one of the agencies Employee Relations Specialists, responsible for providing advice and guidance on employee relations issues to include misconduct, disciplinary and adverse actions and concerns, employee complaints and grievances, performance concerns, and medical requests and concerns.
-Incumbent will be developed to receive, review, and provide technical advice and guidance, and write various documents on a variety of topics related to employee relations which could include preparing proposals for and decisions on disciplinary and adverse actions and grievances, assisting supervisors in preparation of opportunity to improve period plans for employees with failed performance, preparation of requests for medical documentation, and working on items that could be heard before third parties such as MSPB or EEOC.
-Employee will be responsible for professionally, effectively, and convincingly communicating and storing sensitive information that can often be controversial.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
For the GG-7: You must possess specialized experience obtained in federal service, military service or private sector that has equipped you with all of the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-05) and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Using judgment in applying rules, procedures, or guidelines routine and standardized. Applying employee relations support in a developmental capacity in support of operational aspects of employee relations and benefits. Communicating factual and/or procedural information clearly, orally, and in writing. Gathering and analyzing basic facts and drawing conclusions. Building relationships and working as part of a team OR a Conferred Bachelor's degree (or equivalent).
For the GG-09: You must possess specialized experience obtained in federal service, military service or private sector that has equipped you with all of the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-07) and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Using judgment in applying rules, procedures, or guidelines routine and standardized. Applying employee relations support in a developmental capacity in support of operational aspects of employee relations and benefits. Applying knowledge of employee relations rules, procedures, instructions, in support of counsel and advice provided to leadership. Effectively and convincingly communicate orally and in writing OR a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D.
Specifically you will be evaluated on the following competencies:

2. Employee Relations-Address employee conduct, performance, and third-party disputes by applying laws, rules, regulations, principles, and practices.

4. Written Communication-Writes to convey information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention.
Education
If substituting education for experience, at the GG-07 level, you must possess a bachelor's or equivalent degree. For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D.
Superior Academic Achievement does not apply to DCIPS positions.
If substituting education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
