About the Position: Serves as a Facility Operations Specialist to perform professional duties to recommend, coordinate, and assist supervisors/managers in the operation, inspection, and maintenance of the District O&M projects; and to facilitate and/or participate in overall condition assessment of assets and use information in budget development. This position will be located in Monroe City, MO and will allow for situational telework only. This position is NOT eligible for full time telework.

Duties

Document and manage the assigned projects Asset Management Programs and Investment Plans. Advise supervisor/manager on performance/replacement/maintenance on project assets. Utilize Facilities, Equipment, and Maintenance (FEM) program at assigned projects to track all project maintenance and ensure that proper maintenance records are kept. Participate in field inspections to determine condition of components and systems such as electrical, mechanical, and hydraulic such as flood control gates/structures, hydropower plants, bridges, water and sewer treatment facilities, etc. Gather and analyzes technical and budget information and prepares charts, graphs, and reports needed to track and illustrate asset inventory, condition, risk and trends or needs. Input project data and operates all asset management tools for assigned projects.

Specialized Experience GS-11: One year of specialized experience which includes (1) conducting facility project inspections to evaluate condition of components and systems such as electrical, mechanical and/or hydraulic; (2) evaluate use patterns and identify maintenance, repair, and construction requirements; (3) operating a computerized management system to track, schedule, gather data, and perform analysis of projects/programs; and (4)perform analysis of projects/programs; and (5) develop a short term investment plan that guides routine and non-routine budget development. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
