This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Chief, Waterway Maintenance Unit (WMU), supervising the activities of floating plant assigned to the USACE Seattle District.
Duties
Utilizes knowledge of floating plant operations, hydrographic survey operations, data management, and personnel management.
Oversees debris and hydro-survey mission reporting and recording.
Arranges crew deployment to meet mission requirements and locations.
Responsible for coordination and bid document review with internal and external agents for future engineering/design work for modifications for floating plant, preventive maintenance system, and vessel overhaul requirements.
Administers the District Small Boat Operator Training and Licensing Program for vessels.
Oversees personnel manning, including US Coast Guard licensing of crew members, Certificates of Inspections, and Sea Time verification requirements.
Responsible for the WMU and Navigation Section Safety Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May perform travel/temporary duty (TDY) 30% of the time.
- This is a random drug and alcohol testing position under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
- Requires a pre-employment physical and an examination every three years thereafter and participation in the medical surveillance program.
- Must possess or be able to obtain and maintain a valid state driver’s license.
- Must obtain a Corps small boat (less than 26’) license within 6 months.
- Must obtain USACE Contracting Officer Representative (COR) Level B certification within 12 months.

Specialized Experience: One year of specialized experience which includes experience overseeing the maintenance and operation (O&M) of floating plants AND maintaining heavy equipment associated to floating plants such as boats, barges, marine machinery, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
