This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Senior Engineering Technician providing contract administration and construction quality assurance (QA) services for the Resident and/or Project Office.
Duties
Works with the Office Engineer processing contract modifications and/or prepares task order awards requiring a government cost estimate.
Serves as an engineering technician for office engineering staff administering the range of contract administration functions from task order awards to closeout actions.
Prepares task order awards requiring a government cost estimate.
Processing contract modifications.
Reviews and resolves large claims and/or requests for equitable adjustment (REA) and claims that may take a significant time to process.
Applies extensive practical civil engineering principles and practices as well as a thorough knowledge of construction principles in the process of administering contracts.
Provides training and guidance to ensure all contract actions are completed accurately and timely.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Field visits involve walking over rough, uneven and rocky surfaces and/or climbing ladders at the construction sites.
- Use of personal protective equipment such as hard hats, steel-toed boots, safety goggles is required.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires travel to the job sites within California 25% of the time.

Specialized Experience: One year of specialized experience which includes carrying out construction administration duties including contract modification. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
