This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. This position is located in the Quality Assurance/Performance Evaluation Branch, Ford Island, Hawaii.
Duties
Provides technical guidance and leadership in the planning, development, deployment, installation, testing, commissioning, operations, and maintenance of telecommunications systems and services within the Indo-Pacific Area of Responsibility.
Oversees and support DISA programs related to cybersecurity, transmission, internet protocol (IP), and switching networks, ensuring optimal readiness and security of the Defense Information Systems Network (DISN).
Implements and integrate QA practices throughout the lifecycle of the Mission Assurance program.
Manages the performance of all telecommunication systems in the theater, proactively identifying trends and mitigating potential degradation of the Department of Defense Information Network (DODIN).
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Must be able to obtain and maintain access to classified information and eligibility to have the appropriate security clearance as a condition of employment. May be subject to initial and random drug testing for this position, if applicable.
- This position is subject to Cyber Workforce requirements as defined by the DoD 8140 policy series for the position's required CYBER Work Role(s).
- This is a Mission Essential position.
- This position requires a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
- This is a drug test position requiring pre-employment and random drug testing.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as:
Leading and directing transmission media performance evaluation teams to determine the operational effectiveness of telecommunications systems or networks to meet system specifications or requirements.

Education
There is no substitution of education for the qualifying experience at the GG-14 grade level.
