About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York, a historically unique and geographically beautiful area. Fort Drum is approximately 30 miles from Canada.
Duties
Supervises, manages, plans, coordinates, and directs a diverse workforce of approximately 120 military, civilian, and contract personnel at the WSAAF.
Serves as Fort Drum’s staff program manager for coordinating, overseeing, and implementing of all policies and directives relating to airfield, heliport and helipad management and operations.
Serves as the Contracting Officer's Representative for construction projects conducted at WSAAF and provides oversight and coordination for infrastructure readiness and improvements for non-airfield development priorities and projects.
Directs the work of those engaged in aircraft dispatch, parking/servicing aircraft, receiving, storing, and dispensing aircraft fuel, maintaining fuel accountability.
As Deputy Division Chief, ensure Wheeler Sack Army Airfield (WSAAF) provides a 24/7/365 Air Traffic Control, plus Power Projection Platform, and Aerial Port of Embarkation/De-barkation operational capability/readiness.
Manage, coordinate, and direct the airfield's snow and ice removal operation with the Directorate of Public Works (DPW) winter workforce through the Airfield Snow and Ice Removal plan.
Serve as a senior advisor to the Chief, Aviation Division and Garrison leadership regarding airfield operations mission support requirements.
Subject matter expert for Airfield/Heliport design standards and criteria to include clear zones and applicable runway safety critical areas.
Serve as a Government Purchase Card (GPC) holder and the directorates ordering official and executes purchases in accordance with the Federal Acquisition Regulation and local Standard Operating Procedures.
Serve as a Property Book (and accountability) Officer for multi-million dollar equipped Airfield Division.
Exercise staff oversight and synchronization on airfield and other related administrative matters.
Requirements

- A Tier 3-Secret Security Clearance is required.
- This position is mission essential.
- This position may require a one year supervisory probationary period, if not already satisfied.
- Travel for work is expected up to 5% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) Supervising groups of personnel in the performance of operational duties relative to aviation operations, airfields, airspace, administration, Air Traffic Control, flight planning, dispatching, facilities maintenance, transient alert services, aircraft refueling, bulk fuel storage and dispensing operations, crash rescue, public relations and/or noise abatement. 2) Using all the government procurement processes to obtain improvements and procure resources (equipment, facilities, services contracts, etc.) to sustain the airfield's operations and facilities. 3) Technically sound and maintain currency in airport/heliport design criteria and standards (UFC 3-260-1, Title 14 CFR part 139); practical knowledge of industry and Agency airfield management operations practices, procedures and the established regulations, requirements, and techniques related to the airfield management program; practical knowledge of airfields, such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of Notices to Airmen; knowledge and understanding as a trained representative to identify violations of established clear zone obstacle clearance criteria; identify lighting, marking and sign discrepancies; inspect construction areas to ensure they do not present a hazard to aircraft operations; inspect pavement conditions to include rubber deposits. 4) Gathering data for reporting requirements such as: overdue aircraft, monthly traffic counts, fuel spillage, aircraft incidents, and personnel training status. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
