Position is located in the Internal Control, Audit, and Policy Branch, Comptroller's Office, Advanced Research Projects Agency for Health (ARPA-H), Department of Health and Human Services (HHS), Washington, District of Columbia. Position functions as a Lead Auditor assigned to ARPA-H's financial and program management projects.
Experience in Enterprise Risk Management concepts, capturing risk inventory, and managing Artificial Intelligence (AI) Risks is preferred, but not required.
Duties
Plans, oversees, and performs complex projects which may include reviewing, evaluating, and auditing procedures or programs for accounting, economy, efficiency, and effectiveness; and determining the extent of compliance with laws and regulations.
Identifies, analyzes, and researches accounting and auditing issues/problems. Provides advice on these issues to team members, contractor personnel, ARPA-H, and HHS.
Determines the relative significance of findings developed, assures that work performed adequately supports the conclusions reached based on best practices or other rationales that contribute to positive program results, and develops practical recommendations for corrective action.
Prepares assessment work papers, interview summaries, and briefing materials covering review findings.
Coordinates and assists with special projects as assigned, such as preparing guides for effectively and efficiently accomplishing audits, inspections, or evaluations.
Implements Enterprise Risk Management concepts, capturing risk inventory, and managing Artificial Intelligence (AI) Risks.
Requirements

Qualifications
You qualify at the GS-14 level, if you meet the following basic and additional qualification requirements:
Basic Requirements:
You must have an accounting, auditing degree; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law
OR have a combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus one of the following:
A. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This may include up to 6 hours of business law; or
B. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
C. Completion of the requirements for a bachelor's degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement above, provided that (a) applicant have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Additional Qualifications Requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Interpret audit standards and guidelines to implement internal control programs; 2) Execute audit or internal control programs to ensure compliance with laws and regulations; 3) Monitor corrective actions for progress and completeness of actions; and 4) Serve as the representative or point of contact for the organization in inspections and audits.
