About the Position: Serves as the Supervisory Airfield Operations Specialist by providing first level supervision, planning, directing, organizing, and exercising control over nonsupervisory civilian Air Traffic Control Assistants and Aircraft Attendants assigned to Fort Carson Army Airfield Flight Service/Airfield Operations facility.

Duties

Establish policies and procedures for accomplishment of airfield management and flight service activities. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments to meet personnel staffing requirements. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepares schedules. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Administers and monitors the maintenance program for all assigned equipment. Explain performance expectations to employees and provides regular feedback on strengths and weaknesses. Discuss Airfield services provided with pilots and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must be able to obtain and maintain a valid state driver’s license.
  • Incumbent must pass pre-employment medical examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • Temporary Duty Travel (TDY) may be required up to 25% of the time.

Specialized Experience: One year of specialized experience which includes demonstrated experience 1;) Scheduling airfield activities with aviation units requiring use of the airfield to meet mission and/or organizational usage requirements, 2;) Performing airfield inspections to ensure a safe for flight status and identify discrepancies for repair, and 3;) Utilizing telecommunications systems to receive and transmit flight information to aviators such as airfield parking or change in flight plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, transportation, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
