About the Position: The Army Substance Abuse Prevention (ASAP) program falls under the APG Garrison Directorate of Human Resources (DHR). The ASAP Office provides education and early intervention to help commanders, civilian supervisors, and the APG community reduce lifestyle risk factors to increase healthy outcomes. We are committed to proudly serving as a valued member of the Commander's battle staff.

Duties

Prepare and coordinate the local plan of action for initiating marketing campaigns designed to educate the targeted civilian audience on substance abuse prevention treatment and rehabilitation services and facilities available to them. Develop and administer an installation-wide ASAP prevention and education program for military and civilian employees, their family members, military and civilian retirees, and personnel of other tenant or support elements of the installation. Serve as the Employee Assistance Program Coordinator (EAPC), responsible for ensuring the non-military component of the installation are provided Employee Assistance Program Services and or referral to clinical rehabilitation services as required. Provide required Drug-Free Federal Workplace (DFW) Program training to installation components and organizations. Develop the employee assistance program/prevention budget for the local ASAP and provides input to the overall ASAP budget and manpower requirements.

  • Must attain CEAP status through the Employee Assistance Certification Commission established by the Employee Assistance Professionals Association within 3 years of assuming their duties.

OR I have a combination of education and experience that provided me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR I have four years of appropriate experience that demonstrates that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND SPECIALIZED EXPERIENCE: One year of specialized experience which includes (1) participation in substance abuse prevention program activities; (2) provide training and/or presenting presentations to large groups of individuals; AND (3) assist in coordination of public outreach efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Social Work, Public Health and Community Health' OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceEducation and TrainingOral CommunicationPartneringPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Position may be filled as a time-limited promotion, reassignment, or change to lower grade not to exceed 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
