This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Resource Management Officer provides direct support and assistance to the Senior Commander, who is responsible for providing administrative control and Title 10 support to assigned and attached Forces Command units located on the installation.
Duties
Provide oversight regarding fiscal policy and law, Program Budget Estimate input, risk analysis, Internal Management Controls, civilian pay issues, and budget and program matters.
Promote understanding, acceptance and efficiency of resource management, accounting, management analyses and manpower and equipment programs, concepts, techniques and practices.
Plan basic concepts and policies of financial management in long- and short-range administrative and operational plans. Transmits and implements both higher headquarters and local resource management program policies and operational requirements.
Directs, manages, supervises, and evaluates subordinate supervisors and staff.
Exercise responsibility for the continued development, coordination, and evaluation of an effective integrated resource management program
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require travel up to 25% of the time.
- This position has been designated as a key position- This positions cannot be vacated during a national emergency or mobilized without seriously impairing the capability of the Army to function effectively.
- This position shall not be filled by Ready Reservists or Military Retirees with recall obligations.
- The employee may be required to work overtime on an emergency basis
- This is a Mission Essential position, you must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Incumbent must obtain and maintain a Secret security clearance. Enrollment in Continuous Vetting (CV) is required
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed

Specialized Experience: One year of specialized experience which includes 1)Advising and briefing high level leadership on the impact of fiscal policy and regulatory changes related to financial management, budget services and management programs;2) Analyzing organizational level resource management programs to identify and resolve policy, funding, and resource distribution issues and 3) Performing a full range of employee supervisory duties to include performance evaluation, interviews, selection, and resolving employee grievances. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
