You will serve as a COMMUNITY PLANNER in the STATEGIC PLANNING DIVISION of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will implement facility plans to complete projects according to mission requirements and construction regulations You will prepare facility plans to outline construction requirements. You will review changes to Basic Facility Requirements, facility use, and facility assignment data for compliance with building regulations. You will prepare detailed facilities and planning analyses to advise, persuade, and defined recommendations to higher officials and decision-makers. You will engage in planning and master planning studies to resolve specific facilities and land use development. You will respond in writing to manager inquiries on day-to-day facilities planning development matters.

Requirements

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-XX) or pay band in the federal service or equivalent experience in the private or public sector: 1) Knowledge and application of the materials, methods, systems, and equipment used in construction; 2) Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, maps, and analytical/graphical software, to produce drawings, specifications, and other technical documents; 3) Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support operations; 4) Knowledge of functions, principles, practices, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning; 5) Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed; 6) Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
