You will serve as a Supervisory Contract Specialist in the Procurement Group of NAVAIRWARCENAC DIV supporting the F-35 program. This position has multiple duty stations. Additionally, this position supports cradle to grave contracting requirements for the F-35 program, including the acquisition of knowledge-based services, information technology supplies and services, consulting support, and any other deliverables or tasks required for program office operations.
Duties
You will provide contracting, procurement, and acquisition expertise to subordinate personnel and competency managers.
You will exercise decision authority in scheduling and allocating resources, monitoring progress of major programs, and defining functions and establishing tasks.
You will participate in technical activities such as acquisition planning, contract negotiation, contract execution and contract administration to accomplish aircraft platform program goals and objectives.
You will manage policy changes, department organizational changes, and exercise discretionary authority to approve funds allocation and distribution.
You will provide technical guidance and oversight to subordinate contracting officers and contract specialists with career development and training.
You will define, establish, and integrate processes used by subordinates to define new requirements and implements changes for assigned program.
You will accomplish other duties as assigned.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized Supervisory Contract Specialist experience equivalent to the NM-04 STRL Pay Band or GS-Grade Level (GS-13/14) in the Federal Service. Examples of qualifying specialized experience for this position include: (1) Overseeing acquisition planning, contract negotiation, contract execution, and management in support of aircraft platform programs; (2) Resolving technical problems, reviewing work, and providing, finding, and/or researching answers to employees and customer's questions; (3) Demonstrated leadership and acquisition oversight to subordinate contracting officers, contract specialists, and contracting support staff; (4) Leading/supervising an integrated program team to provide coaching, conflict management, coordinate disciplinary actions and grievance resolutions, and provide career development and training support; and (5) Functioning as a subject matter expert to provide technical guidance to internal and external customers on matters related to the acquisition and procurement of major weapon systems and aircraft platform service contracting initiatives.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
