This National Guard position is for an Assistant HR Officer (MIL), Position Description Number T5016000 and is part of the Joint Force Headquarters, Clay National Guard located in Marietta, GA.
This position DOES NOT require a National Guard commitment.
Area of Consideration: Current On Board Federal Employees within the state of Georgia.
Duties
As a Human Resources Specialist (Military), GS-0201-12, you will:
Serves as the primary staff advisor to the Chief of Staff, Assistant Adjutant General and The Adjutant General on all matters pertaining to management, distribution, utilization, development and support of military personnel, their families and their employers. Plans, organizes, and oversees the activities of the Military Personnel Directorate. Establishes, revises, or reviews policies, procedures, organization design and mission objectives for the staff, as necessary to eliminate work problems or barriers to mission accomplishment. Promotes team building and implements quality improvements. Ensures regulatory compliance. Plans work for accomplishment by subordinate divisions and branches, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
Represents the Adjutant General, Assistant Adjutant General and the Chief of Staff in dealings with a variety of state and National Guard functional area organizations. Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state and the National level. Meets with key customers and coordinating officials to assess customer satisfaction, explain organizational policy and procedures, and to resolve significant problems that arise. Ensures subordinate staff elements provide customer guidance and training. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of personnel issues that impact units, organizations or commands. Manages development and administration of personnel programs for state ARNG units. Acts as principal advisor to the TAG, AAG, CoS, and Commanders on interpretation, planning, and subsequent execution of published personnel directives/doctrines from US law, Department of Defense (DoD), Department of Army (DA), NGB, and Office of Personnel Management.
Oversees the organizational development of a variety of state ARNG units as pertains to personnel requirements. Reviews and analyzes personnel data matters derived from a variety of systems and documents such as Tables of Organization and Equipment (TOE); Modified Table of Organization and Equipment (MTOE); Table of Distribution and Allowances (TDA); Department of Army Plans, Programming and Budgeting System (DAPPBS); Total Army Analysis (TAA); and The Army Plan (TAP); to develop, implement and maintain the State ARNG Long Range Plan. Provides technical recommendations to TAG, AAG, CoS and Commanders on all organizational personnel actions such as activations, deactivations, conversions, and reorganizations of the troop structure within the State. Reviews and analyzes existing and forecasted military force structure to identify and determine the impact on ARNG personnel requirements. Directs the development of the Force Integration Plan as it pertains to personnel and resolves complex force structure issues affecting personnel mobilization readiness. Continually coordinates with senior military and civilian officials at the state and federal level to resolve complex personnel issues encountered in producing pragmatic, executable plans. the development and execution of the State ARNG/active services military support programs which includes military personnel support to civil authorities in identifying critical skilled personnel to support emergency/non-emergency civil operations; state and federal drug programs; federal agencies
Responsible for the program coordination, execution and monitoring of the State ARNG Suicide Prevention Program. Oversees the State Benefits Advisor providing technical support to managers, supervisors, Guard members and their family members to the benefits and entitlements available through Department of Veterans Affairs and to provide technical assistance in resolving entitlements to TRICARE. Oversees the development and execution of the Military Funeral Honors Program to include establishment of systems and databases to track both personnel support and annual budgetary expenses and allowances. Serves as the primary point of contact for identifying personnel skill specialties pertaining to the planning for and subsequent implementation of state emergency assistance programs, which involve natural and man-made disasters and civil disturbances.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as sharing in the management of all phases of the organization's programs which direct, manage, administer and plan the military personnel programs for all enlisted, warrant officer and officer personnel. The incumbent fully shares in managing personnel that are involved in professional, technical, and administrative positions, and includes dual status and competitive status federal employees, state employees, contractors, full time AGR and traditional guard personnel. The incumbent is authorized to make technical and executive decisions for the Human Resources Officer (Military) in all areas of functional responsibility; represents the group and the Human Resources Officer (Military) at meetings, conferences, official functions, and community events, and when acting as the senior group official in the absence of the Human Resources Officer (Military), possesses the same authority and prerogatives as the Human Resources Officer (Military). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
