About the Position: This position is located in the Department of Pathology at Tripler Army Medical Center (TAMC) with the Defense Health Agency, Indo-Pacific Market, Hawaii Region. Tripler Army Medical Center is a tobacco-free workplace. Tobacco products include, but are not limited to, smoking, smokeless tobacco, and electronic nicotine delivery devices.

Duties

At the full performance (GS-11) level you will perform the duties below, but not limited to the following: Monitor, review, and determine whether the contractor's performance is in compliance with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. Maintain effective surveillance of the contracts for compliance with the Quality Assurance Surveillance Plan (QASP) Manage contract submission of contract invoices for accuracy and timeliness. Recommend resolutions to contractor performance problems and issues. Conduct technical reviews to identify and report problems in contractor performance. Serve as the organization's Contracting Officer Representative (COR) for program functional areas within US Army Medical Department Activity Department of Pathology, Tripler Army Medical Center.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08), upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2018.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • Incumbent is required to complete mandatory training upon entering the position and annually thereafter.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Contract Management, Procurement Financial Management, and Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes: 1) preparing and reviewing contract documentation; 2) advising personnel on contract requirements; and 3) conducting inspections of contractor performance and functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Contract Management, Procurement Financial Management, and Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
