The incumbent serves as a Program Analyst, providing support and advisory services for program development, analysis, and the evaluation of comprehensive, short/long range and multi-year plans, strategic objectives, operational and related financial resources, and training requirements for the organization.
Duties
In your role as Program Analyst, you will have the following duties and responsibilities:
Participates in program reviews and evaluations of activities to ensure proper program integration and conformance to NNSA and program-specific policy; and for completeness, and adequacy of operations in meeting established goals and objectives.
Participates in developing and interpreting guidance for annual operating plans, program objectives and funding estimates required for execution.
Provides advice and guidance to senior program, project, or field site managers and their staffs, for estimating program needs and meeting established program goals and performance metrics.
Prepares program planning and execution documentation. Researches, extracts, compiles and analyzes program data for use in corporate reviews.
Prepares narrative statements in support of statistical information, schedules, backup material, etc., for responding to specific information requests from DOE, OMB, or congressional staff, as appropriate.
Performs other duties, as assigned.
Qualifications
SPECIALIZED EXPERIENCE: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (NQ-01 or GS-07 in the Federal Service. Specialized experience for this position is defined as: Identifying issues and problems related to program operations and making recommendations for improvement; conducting research and documenting results in various written formats; and keeping abreast of goals and objectives in order to participate in program planning and evaluation.
OR- A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree. (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work).
OR- I have a combination of graduate level education and experience as described in the vacancy announcement.
