This position is located in Office of Chief Human Captial Officer (OCHCO), Associate Director for Human Resources Training & Development (ADHRTD), Human Resources Learning and Development (HRLD). The supervisor is Jeff Griffis.   This position is Bargaining Unit. This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following: Demonstrated knowledge in course design and instructional methods required for development, implementation, and maintenance of professional, clerical, supervisory, and management training and development programs with the ability to apply instructional system design practices to curriculum development. Examples may include training or work experience as an instructional system designer or specialist with experience applying a systematic approach to training methods such as ADDIE (Analyze, Design, Develop, Implement, Evaluate), Storyboarding and Performance Consulting. Knowledgeable of course design and instructional methods required for training and developing managerial, scientific, and administrative employees. Strong understanding and knowledge of the principles and practices involved in the analysis, design, implementation, and maintenance of professional training and development programs including the systems approach to training. Demonstrated knowledge of and skill in surveying, sampling, and statistical techniques to assess and interpret training requirements with the ability to apply learning metrics and analytics to measure the impact of leaning. Examples may include experience developing and evaluating learning metrics for training program with experience applying leveled training evaluation models. Demonstrated knowledge and experience managing programs including, establishing and meeting budgets, and meeting program goals within schedules and resource constraints. Examples may include project management or experience as a project officer or contract officer’s representative (COR) providing oversight of contract staff. SPECIALIZED EXPERIENCE is defined as:  Graduate or post-graduate degree leading to a broad professional education background with continuing education and several years’ experience in adult education and development; including extensive and expert knowledge of modern educational research, practices, and theories as they apply to instructional systems development and curricula design. Demonstrated knowledge and experience understanding the principles and practices involved in the analysis, design, development, implementation, and evaluation of professional training and development programs including the Systems Approach to Training (SAT). Extensive program and project management skills with experience managing broad and complex programs involving contracts with external organizations and corporations for the design, development, implementation, maintenance and administration of training, professional, and executive development programs. Experience partnering with subject matter experts (SMEs) to perform oversight, research, preparation, revision, and incorporation of technical and regulatory information into a training program, and quality control for assigned curriculum areas. Demonstrated experience conducting training program assessments and providing expert advice on instructional technologies, design techniques and methods, media suitability, and selection and evaluation techniques. Experience serving as a Contracting Agency Representative (COR) and developing contract provisions and statements of work (SOWs). Strong interpersonal and communicative skills. Demonstrated ability to effectively communicate and present complex technical material to a wide range of people and develop and prepare full, clear, and concise reports and analyses.
