About the Position: The incumbent serves as a Supervisory Instructional Systems Specialist for Noncommissioned Officer Leadership Center of Excellence (NCOLCOE) with responsibility for providing professional education expertise, guidance, vision, advice, and continuity for resident, distance learning and interactive multimedia training and education products.
Duties
Review emerging instructional methodologies to determine education and training requirements.
Develop education and training material to support resident and distance learning educational and training objectives.
Collect data and analyze supporting education and training materials by monitoring emerging educational principles and training designs and models.
Engage in applied research to develop new approaches to design education lessons and training plans, distance learning and interactive learning principles.
Conduct analysis and make recommendations in acquiring educational tools such as hardware, software, peripherals, and communications for approved development.
Supervise operations and perform a full range of personnel administration and management tasks.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty or business travel requirement of 10% of the time.

Basic Requirement for Supervisory Instructional Systems Specialists:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes evaluating education and training programs for effectiveness, conducting course curriculum analysis, developing education and training products, and advising on doctrinal and education information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
