Duties
ADDITIONAL INFORMATION: ASSIGNMENT DESCRIPTION: Financial Auditors conduct independent assessments of Agency financial policy, programs, and operations, in accordance with NGA Office of Inspector General (OIG) guidance, Government Auditing Standards, and other applicable requirements. They may oversee contractors performing NGA's financial statement audits. They gather and analyze information to determine whether potential findings exist and identify recommendations for improvement. They prepare working papers and reports, including findings and recommendations. Follow up on report recommendations to ensure that appropriate corrective actions are implemented.Additional Information: The NGA OIG Audit Division conducts independent, objective audits of NGA programs and operations and makes recommendations to improve the efficiency and effectiveness of NGA policies, programs, and operations. The OIG Audit Division is seeking a Financial Auditor to research, plan, and conduct financial and financial-related audits in accordance with Generally Accepted Government Auditing Standards with minimal supervision. This individual will have an opportunity to participate in all aspects of the audit cycle from development of an annual audit plan through follow-up on recommendations.OIG Work Posture Statement: OIG will leverage in-person presence, maxi-flex, ad hoc telework, and leave; as appropriate. In Person presence is essential to community, sense of belonging, enhances communication, collaboration and coordination, as well as employee engagement. Ad hoc telework can add value to the OIG work posture when used appropriately; and is fully accountable and outcome based. Routine telework is not approved as part of the normal OIG work posture. There may be extenuating circumstances to normal conditions; these exceptions will be addressed on a case-by-case basis.
Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated experience in conducting performance audits in accordance with Generally Accepted Government Auditing Standards, or experience with evaluation or analysis of effectiveness and efficiency of programs and operations similar in nature to a performance audit.2. Demonstrated experience in overseeing or conducting financial statement audits in accordance with Generally Accepted Government Auditing Standards, or experience with financial analysis that demonstrates understanding of generally accepted accounting principles for United States Federal government.3. Demonstrated experience communicating and writing findings that identify root causes of observed conditions and recommending corrective actions.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting or a related field such as Business Administration, Finance, Information Technology, or Public Administration that included or was supplemented by 24 semester (36 quarter) hours of coursework in Accounting or Auditing. The 24 hours may include up to 6 hours of credit in business law. -OR- B. Combination of Education and Experience: At least 4 years of experience in Accounting or Auditing, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. The applicant's background must also include one of the following: 1. A minimum of 24 semester (36 quarter) hours in Accounting or Auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in Accounting or Auditing, e.g., 15 semester (22 quarter) hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in Accounting or Auditing, the applicant's education, training, and experience fully meet the specified requirements.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated ability to use knowledge and experience to look at a situation objectively to form conclusions and determine the best solution.2. Obtaining or maintaining Certified Public Accountant or Certified Internal Auditor certifications.3. Demonstrated experience working effectively, both independently and in teams.4. Demonstrated experience with NGA, DoD, and intelligence community operations.
