Duties
Independently perform audits/surveillance of contractor’s processes to ensure customer and contractual requirements are met.
Develop and implement a surveillance plan which begins with clear objectives supported by a master schedule that includes identification of contractor and sub-contractor production needs.
Incorporate a thorough and detailed QA knowledge in applying various methods and techniques for investigating, analyzing, and ensuring corrective action on complex quality problems.
Apply a wide range of methods directly related to the quality control/quality assurance fields such as statistical analysis, control and sampling, and quality data analysis and evaluation to determine contractor compliance.
Ensure contractor compliance with all requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items for contractor and customer activities throughout the world.

- Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- This is a designated drug testing position
- Telework: Situational, as directed by the Agency.
Qualifications
To qualify for a Quality Assurance Specialist, your resume and supporting documentation must support:
One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Review the full range of principles, concepts, and methodologies related to the quality assurance functional programs.
Establish process measurement points and statistical techniques/methods to measure, analyze, and continuously improve processes.
Apply process-related practices, methods, and techniques such as statistical analysis; control and sampling; process proofing; and quality data analysis, to evaluate Government and contractor data and determine contractor compliance with the many aspects of quality control.
Perform investigations of defective material for cause and corrective action and initiate process improvements with the contractor as needed.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
